The following information comes from the "Shenzhen Regulations on the Management of Electric Bicycles (Trial)," which took effect from August 1, 2021. 

 

Fines & Penalties

  • 200 yuan fine for driving or riding on an e-bike without a helmet.

  • Impounding of vehicle and fine of 5,000 yuan for forging or altering the electric bicycle license plate.

  • 1,000-2,000 yuan fine plus cancellation of registration for any enterprise that provides false registration information. For serious circumstances, the fine will be 2,000-5,000 yuan and will be noted in the enterprise's integrity record.

  • 500 yuan fine plus cancellation of registration for any individual that provides false registration information.

  • 50 yuan fine, or a warning, for those who drive unregistered e-bikes on the road or fail to install the license plates or transitional signs in accordance with the regulations. Drivers will also be ordered by the municipal public security traffic management department to make corrections.

  • 500 yuan fine for anyone who intentionally defaces or obscures the license plate while driving. Drivers will also be ordered by the municipal public security traffic management department to make corrections.

  • 5,000 yuan fine for anyone who forges, alters or uses a forged or altered license plate on an e-bike. Plus, the municipal public security traffic control department will impound the vehicle in accordance with the "Shenzhen Special Economic Zone Road Traffic Safety Management Regulations."

  • 2,000 yuan fine for those driving an e-bike in restricted or prohibited areas or during restricted time periods. Plus the municipal public security traffic control department may impound the vehicle in accordance with the "Shenzhen Special Economic Zone Road Traffic Safety Management Regulations."

  • 200 yuan fine for parking violations (see parking rules below).

  • 200 yuan fine for anyone who charges their e-bike illegally (see charging rules below).

 

 

Other Prohibited Actions

Assembling or modifying electric bicycles after-sale is prohibited; including but not limited to:

  • Installing or modifying power devices such as motors and batteries, or replacing power devices such as motors and batteries that do not meet national standards;

  • Installing or modifying hoods, carriages, seats, and other devices affect safety;

  • Dismantling or modifying the speed limit processing device;

  • Assembling, refurbishing, and making other modifications that affect the safety of electric bicycles as prescribed by laws and regulations.

 

 

e-Bike Standards for Registration

Only electric bicycles that comply with the current national "electric bicycle safety technical regulations" and have compulsory certification and product qualification certificates can be registered.

 

 

e-Bike standards:

  • Maximum vehicle speed: 25 km/h.

  • Maximum motor rated power: 400 watts.

  • Maximum battery voltage: 48V.

  • Maximum vehicle weight: 55 kg.

  • Maximum vehicle width: 0.45 meters.

  • Maximum distance between the center of the front and rear wheels: 1.25 meters.

  • Pedal riding function must be available.

 

e-Bike Parking Regulations

Electric bicycles shall be parked in places that do not affect the passage of other vehicles and pedestrians, and they shall be placed neatly and shall not interfere with traffic order and traffic safety. They are not allowed to park in the following places:

  • Motor vehicle lanes;

  • Inside safety exits, fire-fighting passages, and evacuation passages;

  • Underground garages, houses, and offices;

  • Other relevant places where parking is prohibited by laws and regulations.

Where electric bicycles are intensively used for agricultural trade (agricultural batch) markets, industrial parks, industrial parks, enterprises and residential communities, centralized parking places for electric bicycles can be set up according to actual conditions.

 

 

e-Bike Charging Regulations

Electric bicycle charging should ensure safety and meet the following requirements:

  • Do not charge in indoor places such as houses and offices;

  • Do not charge in public areas such as shared walkways, stairwells, and safety exits in the building.

Where electric bicycles are intensively used for agricultural trade (agricultural batch) markets, industrial parks, industrial parks, enterprises and residential communities, centralized charging facilities can be set up according to actual conditions.

Centralized charging facilities should have intelligent charging control functions such as timed charging, automatic power-off, fault alarm, etc. At the same time, electrical fire monitoring and visual monitoring systems should be installed, and the charging facility operator should assign special personnel to carry out regular inspections of the centralized charging facilities.

 

 

Other Regulations to Note:

  • Drivers must be at least 16 years old;

  • It is not allowed to drive on motor vehicle lanes;

  • Do not drink and drive;

  • Do not drive retrograde;

  • The maximum speed shall not exceed 15 kilometers per hour;

  • Before turning, slow down and move slowly, extend your hand to signal, not suddenly make a sharp turn, and do not hinder the overtaken vehicle when overtaking the vehicle ahead;

  • It is prohibited to tow, climb or support the vehicle or be towed by other vehicles;

  • It is prohibited to let go of the handle or hold objects in hands;

  • Swaying side to side, chasing others, or racing is prohibited;

  • Driving on urban expressways is prohibited;

  • Carrying passengers on urban roads is prohibited unless you have a fixed pre-installed safety seat for children under 1.2 meters. Drivers AND passengers must always wear helmets;

  • When carrying loads, the height shall not exceed 1.5 meters from the ground, the left and right sides shall not exceed the handlebar by 0.15 meters, the front end shall not exceed the wheels, and the rear end shall not exceed the body by 0.3 meters;

 

Other acts that violate road traffic safety by driving electric bicycles shall be punished in accordance with relevant laws and regulations. Drivers who are fined more than five times in a period of one year shall have their illegal road traffic safety behavior included in their personal credit report.
